Low income housing is not the issue. It is the quality of life for all Cerritos residents.The "Joint Property Development Project" between the City of Cerritos (City) and the ABC Unified School District (District) is not a bad idea provided if it is a win for all the parties involved. I don't see how city residents or the students can benefit in this scenario. I am against this particular project because the cons are more than the pros. People living close to it would be affected most. It affects our schools, our traffic and the future of our next generation who depends on the District to provide education and enough schools to ease overcrowding, even though enrollment has been leveling or declining, for whatever reasons. It is also shortsighted if we do not address all the potential problems and the consequences that it may bring, such as an increase in demand for public and social services; depressed real estate home values in the nearby vicinity; potential increase in crime and gangs activities; and ultimately the quality of life for all our residents. From the financial perspective, the City will spend over $36 million in building the 210-units apartments and another $10 million in relocating the District office to an existing vacant building originally planned for a Museum. Most of the money comes from the 20% set-aside fund from the Redevelopment Agency and the rest has to be absorbed by the City. The District will receive a $3 million rental revenue stream and the City will pick up the maintenance costs of the park. It makes financial sense only to the District and the City ends up with a depleted redevelopment fund. Land is scarce and there is always the need for housing. I think the City should prioritize what make sense for its residents and to deal with an aging population and increasing crime activities. Are there alternatives and better approaches? What about a backup plan? The City's completion of three individual housing projects and with one under construction highlights the success of building affordable housing. No one can argue that we should continue the path in funding what is effective and make sense to the people. This Joint Property Development Project" is a divergence from all the previous ones and should require scrutiny and public debates. |
