Appropriate funding of state programs for the poor and the elderly

It is the 5-7 million poor Californians who depend on government subsidized medical care who have suffered the most from health-care reductions triggered by Proposition 13, and have had subsequent cuts in local, state, and federal funding.

Medi-Cal once paid for any service "reasonable for the prevention, diagnosis or treatment of disease, illness or injury." But the new definition limits services to those "necessary to protect a life or prevent significant disability."

Not enough time has passed to tell whether the cutbacks will result in increased mortality for the poor, although many experts believe that they will.

Financing the medical care of the uninsured persons totals well over $3 billion annually, according to health advocates. Another $2 billion could easily be absorbed for mental health programs, and children's services.
